The carbon budget is the remaining CO₂ the world can emit while limiting global warming. This article explains its link to net zero and the global debate over fairness.

Hi! It’s konkaz (@konkazuk).

People often say that we need to cut CO₂ emissions, but is there actually a specific limit to how much CO₂ can be emitted?

In recent years, climate scientists have begun describing the Earth as having a kind of “invisible budget”.

However, much of that budget has already been spent through the cumulative CO₂ emissions produced by humanity since the Industrial Revolution, leaving only a small amount of room to keep global warming within 1.5°C.

This is the very budget that scientists call the carbon budget.

So, let’s take a closer look at what the carbon budget is and how it works.

What Is the Carbon Budget?

As mentioned in the introduction, the carbon budget can be defined as…

the remaining amount of CO₂ that humanity can emit if global warming is to be kept within a certain range.

This concept is important because, just like a financial budget, there is a limit to how much can be used.

For example, households have a limited amount of money they can spend each month. If they spend too much, they will eventually run out of money.

The same applies to the carbon budget. The more CO₂ we emit, the less room remains to keep global warming within a safe range.

In other words, CO₂ emissions are not unlimited. The more we emit, the more we reduce the remaining “budget” available for the future.

So how much of the budget is left?

According to the latest research, the remaining carbon budget consistent with the 1.5°C target is estimated to be around 100–200 gigatonnes of CO₂ globally, although this varies depending on assumptions. (While 100–200 Gt CO₂ may sound large, humanity currently emits about 40 Gt CO₂ per year. 1Gt = 1billion tonnes.)

Put simply, what remains is roughly equivalent to just 2–5 years of global emissions.

On the other hand, recent observations show that global average temperatures have already temporarily exceeded 1.5°C in some years.

However, the “1.5°C target” set in the Paris Agreement is based on long-term average temperatures rather than individual years. This means that the goal has not yet been immediately lost.

The real concern is that if CO₂ emissions continue at the current pace, these temporary exceedances could become the norm—and eventually push long-term average temperatures beyond the 1.5°C threshold as well.

The Roots of the Carbon Budget Debate

The carbon budget is generally understood as a scientific estimate of the remaining amount of CO₂ that can be emitted. However, in reality, it is a much more complex issue, deeply connected to international politics.

This is because there is no clear answer to the question of who should be allowed to use how much of this remaining “budget”.

■ The Historical Responsibility of Developed Countries

Developed countries became wealthy while relying heavily on fossil fuels for more than a century. Much of today’s prosperity and high quality of life was built during that period.

This has led to the argument that countries that contributed more to the problem through their past emissions should take on a larger share of the responsibility for solving it.

■ The Right to Development for Developing Countries

Meanwhile, countries such as India are still working to grow their economies and improve the lives of their citizens. To achieve those goals, energy consumption remains indispensable.

This creates a difficult dilemma: balancing the right to continue developing with the responsibility to curb emissions in the fight against climate change.

■ Major Nations and the Carbon Budget

The decisions made by major emitters such as China, the United States, the EU, and India have a major influence on the world’s remaining carbon budget.

The challenge is that each country has a different level of economic development and a different energy mix, making it difficult to agree on who should bear how much of the burden of reducing emissions.

■ The Question of Fairness

All of this leads to a fundamental question of fairness: how much responsibility should each country bear?

The answer depends on how the issue is viewed. Should countries that emitted the most in the past be held more accountable, or should greater attention be paid to current emissions and future development needs?

Depending on which perspective is adopted, the responsibilities assigned to each country can look very different.

Put simply, the carbon budget is not just about calculating how much CO₂ can still be emitted, but also a highly practical political issue concerning how the world’s limited carbon budget should be shared among countries.

What Is Needed to Achieve Net Zero

image by American Public Power Association

Faced with the limited remaining carbon budget, the world has set has set a goal of net zero CO₂ emissions.

However, achieving this goal will require a major shift across society as a whole.

The core of this transition is the shift from fossil fuels to renewable energy, as well as the electrification of transport and housing. In addition, structural changes in buildings and industry are essential.

This includes designing buildings that maintain comfort with less energy, and decarbonising key sectors such as steel and cement production.

Furthermore, economic systems themselves must adapt to decarbonisation through mechanisms such as carbon pricing.

However, this challenge cannot be solved by developed countries alone. International cooperation is essential to ensure emissions are reduced without hindering the economic growth of emerging and developing countries.

Therefore, net zero is not something that can be achieved through technology alone. It is an effort that requires transforming the entire structure of society.

In this article, we have explored the basics of the carbon budget, the global disagreements it raises, and the challenges of achieving net zero.

This is an issue that will become increasingly important for our societies in the years ahead, and one that we should keep in mind.

image by American Public Power Association

The Green Party achieved a historic breakthrough in Hackney’s 2026 local elections, overturning long-standing Labour dominance and reshaping the borough’s political landscape.

Hi! It’s konkaz (@konkazuk).

Well… we finally did it.

I’m genuinely really happy about this.

Local elections were held across England on 7th May, and here in Hackney, the borough of London where I live, Green Party candidates won a majority of seats and even took control of the mayoralty from Labour in what many are calling a historic victory.

Honestly, this feels massive!

So in this article, I’d like to take a closer look at the local elections in Hackney.

Election Day Report

Door-to-Door Canvassing

For over a year, we’d been knocking on doors or delivering leaflets week after week.

Election Day itself felt like the culmination of all those efforts.

And no matter how much local residents support the Green Party, it means very little unless people actually go to the polling station and cast their vote on the day.

So on Election Day, it was mainly about revisiting households we had identified over time as Green Party supporters — or voters who seemed broadly sympathetic to the Greens — and reminding them directly…

“Today’s the big day. Your vote really matters, so please make sure to get out and vote.”

In London, especially in Hackney, Labour has held an overwhelming majority of seats for decades.

And because of that, there sometimes seemed to be an atmosphere that winning those seats was almost taken for granted.

In fact, I only started seeing Labour activists doing door-to-door canvassing around two weeks before Election Day, which honestly gave me the impression that there was a certain level of complacency there as well.

On the other hand, despite sensing a clear expansion of local support for the Greens, the party had historically remained a political minority in terms of seat numbers.

So even if many members felt that we had done everything we possibly could, there was still an underlying sense of anxiety and uncertainty.

I think that was how a lot of members honestly felt.

verification

After a long day of knocking on doors from morning until night, I headed to the town hall with my ID card, after the organiser for my local ward had asked me to take part in the verification process.

The verification process that takes place after local elections in the UK is something that is not commonly seen in Japan.

Put simply…

it’s a process where ballot boxes are opened in the presence of candidates or their representatives from each party. The ballot papers are then sorted in large batches by council staff, while party observers watch closely and record the numbers as they are counted.

It’s not exactly the role of an “auditor” in a strict sense, but more like an observer whose job is to help ensure that the election process remains transparent.

There are not that many participants compared to the number of staff involved. On top of that, the process moves at an incredible speed, so it is practically impossible to keep track of the exact vote counts.

Even so, you can still get a rough sense of how each party is performing in each ward, and the overall direction of the results.

When I arrived at the venue, almost everyone there apart from me was either a candidate themselves or someone who had been active in the Green Party for many years. As a complete beginner, I have to admit I felt quite nervous and out of place.

The verification didn’t finish until just before 3 a.m.

I must have been so tired that, even though it was Friday and the kids didn’t need packed lunches the next day, I still ended up making lunch as usual.

A Historic Victory

First, it is worth noting that in Hackney, Labour has been in power since 1971 — a period of more than 55 years.

Before the election, the composition of Hackney Council was as follows: out of a total of 57 seats…

Political Party

Number of Seats

Labour

43

Conservative

6

Green Party

4

Hackney Independent Socialist Collective

3

Independent

1

And of course, the mayor was Labour too.

That had been the political reality in Hackney for decades. However, around midday on the day after the election, the first major result began to emerge…

Zoë Garbett elected mayor!!!

At that moment, it genuinely felt like the beginning of a new chapter in Hackney politics.

Come to think of it, looking at the state of the world right now, I can’t help feeling that if someone like Zoë Garbett hadn’t been elected at this moment, then perhaps there really wouldn’t have been much hope left at all.

As the afternoon went on, the results for the councillor seats gradually started coming in.

At first, the expectation was that even 15 seats would have been considered a huge success. But in the run-up to the election, there were also expectations that things might go well enough to reach around 30 seats… possibly even close to a majority.

But when the final result came in…

an incredible 42 seats!!!

Hackney had suddenly turned Green almost overnight. The results were as follows.

Political Party

Number of Seats

Green Party

42

Labour

9

Conservative

6

Incidentally, Hackney Downs ward, where I live, has three council seats, and all three candidates, Alastair Binnie-Lubock, Laura-Louise Fairly, and Dylan Law, were successfully elected.

From left: Dylan Law, Laura-Louise Fairly, and Alastair Binnie-Lubock

In particular, Dylan Law — who had only just turned 20 — was expected to be appointed Deputy Mayor if Zoë Garbett won the mayoralty, so it really could not have been a better result.

The only disappointing result was in Homerton ward, where the Hackney Independent Socialist Collective, which works closely with the Green Party, lost its seat to Labour.

However, despite belonging to different political organisations, the two groups share very similar political goals, and it is expected that they will continue collaborating in the future.

What a Green Mayor Means

Green Party Mayor Zoë Garbett

Having a Green Party mayor in Hackney means moving from being the side that simply proposes ideas to the side that actually makes decisions.

It places them in a position to lead the overall direction of the council: deciding what the main priorities should be, how budgets are allocated, and which policies the council chooses to focus on.

Up until now, the Green Party had mainly been in the position of demanding things from the outside:

“We need stronger climate policies!”
“We need more genuinely affordable housing!”
“We should be investing more in public services!”
“Stop pension funds investing in companies supplying weapons to Israel!”

That was the kind of role the Greens had traditionally played.

However, becoming mayor means taking on the responsibility of governing — actually operating the local authority and putting policies into action.

For example, this could mean giving greater priority, in terms of both staffing and budget, to areas such as:

▪️ safer infrastructure for cyclists
▪️ tackling air pollution
▪️ council housing
▪️ protecting green spaces
▪️ public transport policy
▪️ and community-led renewable energy projects involving local residents and organisations

It also means having the power to form a cabinet, appoint senior members, and set the overall direction of the administration — in other words, the ability to reshape the priorities and political atmosphere of the council itself.

Zoë Garbett had already gained a certain level of media attention through her role as a member of the London Assembly, but this election result could push her much further into the public spotlight.

And if her influence within local government continues to grow, there is the possibility that she could begin influencing other councils and even national politics.

That said, turning all of this into reality comes with a number of significant constraints: local authority budgets, relations with central government, cooperation with Labour councillors, and coordination with the bureaucracy — all of which limit what can be achieved in practice.

And yet, given just how many Green Party councillors have now been elected, it is hard not to feel that someone with her energy, determination, and ability might just be able to make it work.

My Reflections on This Election

Green Party Deputy Mayor Dylan Law

In this local election, the Green Party achieved a dramatic breakthrough in the London Borough of Waltham Forest, next to Hackney, going from no representation at all to 31 councillors.

In the London Borough of Lewisham in South London, the Greens also secured the mayoralty, while in Wales the party won its first-ever council seats — a clear sign of growing momentum for the Greens across the country.

This suggests that many voters who are unhappy with the current political system — yet who have traditionally voted Labour or Conservative — are starting to break away from that long-established two-party framework.

In other words, it also reflects a growing sense of urgency and concern among the public.

From the perspective of climate change, one of the individuals who may play an important role in shaping Hackney’s future is Dylan Law, who was appointed Deputy Mayor at the age of just 20.

He appears to be a person of strong conviction and a calm, composed character.

It is younger generations who perhaps feel the reality of the climate crisis most acutely. Dylan Law’s responsibilities are likely to focus mainly on housing policy and improvements to the education system, but his future work is expected to have a strong impact on people of his own generation.

This, in turn, could encourage more young people to engage in politics, push back against the rise of far-right movements, and help build a faster, more internationally connected climate action movement based in London.

And so, I’d like to extend my sincere congratulations to everyone who has been elected — truly well deserved.

konkaz

verification

43

Conservative (保守党)

６

Green Party (緑の党)

４

Hackney Independent Socialist Collective

Zoë Garbett

Green Party (緑の党)

42

Labour (労働党)

9

Conservative (保守党)

6

From left: Dylan Law, Laura-Louise Fairly, and Alastair Binnie-Lubock

Green Party Mayor Zoë Garbett

Zoë Garbett

Green Party Deputy Mayor Dylan Law

What is a postal voter in the UK? Here, we explain how postal voting works and why political campaigns prioritise postal voters in doorknocking strategies.

Hi! It’s konkaz (@konkazuk).

With the local elections approaching, the Green Party’s presence in Hackney has become increasingly noticeable, especially with the momentum behind Zack Polanski.

Lately, I’ve been hearing the term “postal voter” quite a lot.

It basically means someone who votes by mail, but since I’m Japanese and don’t have the right to vote here, it’s not something I’d really paid much attention to before.

So in this article, I’d like to look into what a “postal voter” actually is and explain it in a clear and accessible way.

What Is a Postal Voter in the UK?

First of all, a ‘postal voter’ is someone who votes by mail rather than going to a polling station.

In the UK, anyone can apply for a postal vote without needing to give a specific reason. Once registered, a ballot paper is sent to your home before the election.

Thanks to this UK postal voting system, voters don’t have to head to a polling station on election day—they can vote whenever it suits them.

In other words, postal voters are…

people who have already cast their votes before election day.

Why Postal Voters Matter in Election Campaigns

The current postal voting system, which is available to everyone, is a relatively recent development introduced as part of the 2000 reforms.

Since this change in the system, the number of users has increased significantly, and postal voters now play a very important role in modern elections.

One major reason for this is that their votes are cast earlier in the process.

In postal voting, many people return their ballot within a few days after receiving it at home, so it is not uncommon for them to have already voted before election day.

This means that…

part of the result has already been decided before election day even arrives.

In addition, people who use postal voting are generally said to have higher turnout rates and a relatively strong interest in politics.

That’s why political parties see them as voters they are keen to win over.

Why Campaigns Prioritise Postal Voters in Doorknocking

As I mentioned earlier, postal voters are really important in election campaigning, which is why they’re a key target when it comes to door knocking.

To begin with, the timing of contacting them is crucial.

If you visit people after they’ve received their ballot papers, there’s a chance they’ve already voted. Therefore, campaigning tends to focus heavily on the period just before and immediately after ballot papers are delivered.

Postal voters are also people who have already expressed an intention to vote, so they’re a pretty efficient group to focus on when trying to secure votes.

In election campaigning, it is important not to approach all voters in the same way, but to prioritise those who are more likely to vote for you.

Furthermore, political parties have a certain level of information about who postal voters are, allowing them to narrow down which households to visit based on that data. This enables more strategic and efficient campaigning.

As a result, postal voters are a particularly important target when it comes to door knocking.

Summary

From all of this, we can see that UK elections aren’t decided on election day alone.

In reality, the electoral process begins well before that, and postal voters play an important role in that whole process.

Until next time.

konkaz

Postal Voter

Postal Voter

A large share of your carbon footprint comes from the energy you use at home—often without you noticing. Here are easy ways to cut emissions starting today.

Hi! It’s konkaz (@konkazuk).

When we talk about our carbon footprint, food and travel tend to get most of the attention. But the electricity and energy we use at home also make up a significant share.

These are emissions quietly add up day after day, largely unnoticed.

The good news is that you don’t have to completely change your lifestyle to cut electricity use. Small tweaks can make a real difference. It’s something we should all be more aware of.

In this article, we’ll look at the relationship between household energy use and carbon footprint in three key points.

*As in other carbon footprint articles, I use “CO₂” here for the sake of clarity to mean total greenhouse gas emissions. In practice, this includes other gases such as methane and is measured as CO₂e.

Household electricity: ~30% of total emissions

It is said that roughly 30% of an individual’s carbon footprint comes from household energy use, such as electricity and gas.

In everyday life, whether in Japan or the UK, the energy we use at home typically produces around 1 kilogram of CO₂ per day, though this can vary depending on the season and household habits.

Electricity use at home doesn’t produce visible smoke or fumes like car exhaust, so it’s often difficult to notice the CO₂ it generates.

In reality, much of our electricity comes from fossil fuel power plants, which release CO₂ in the process.

Put simply, every time you turn on a switch, CO₂ is being released at the power plant somewhere behind the scenes.

The carbon footprint of household electricity use

So where does most of the CO₂ from home energy use actually come from?

For most households, it’s heating, cooling, and hot water that make up the biggest portion.

Air conditioning, heating, and producing hot water for showers and baths all require a relatively large amount of energy.

In the UK, most homes rely on gas boilers for this, while in Japan, air conditioners and water heaters account for a big part of household energy use.

In other words, reducing household CO₂ emissions largely depends on how we use heating, cooling, and hot water.

Small adjustments and smarter energy choices

Hearing “energy saving” might make you think of giving up comfort.

But in fact, even simple tweaks like:

▪️adjusting your heating or air conditioning by just 1°C

▪️shortening your showers a bit

▪️switching off lights in rooms you’re not using

can have a big impact.

Whether in Japan or the UK, taking these small steps day by day can help cut CO₂ emissions from your home little by little.

These days, you also have more choices, including:

▪️picking power companies that supply renewable energy

▪️using electricity in ways that produce less CO₂ (like switching to LED lights)

Discover how Friends of the Earth’s Planet over Profit campaign holds corporations accountable, protects human rights, and tackles the climate crisis worldwide.

Hi! It’s konkaz (@konkazuk).

A couple of years ago, I read This Changes Everything by Naomi Klein, and it really shocked me. It made me realise that no matter how much money we earn or how much wealth we leave behind, our children won’t have a good future unless we solve the climate crisis. That realisation led me to start supporting the Green Party in January last year.

After that, I started reading lots of books and taking an online course to learn more about the climate crisis.

As I kept learning, I began to wonder if there was something more I could do beyond simply supporting a political party — something that would help me grow and become more active myself.

Then I discovered that there was a local branch of Friends of the Earth in Hackney where I live, so I decided to get involved.

So this time, I’d like to introduce Friends of the Earth.

What is Friends of the Earth?

Friends of the Earth (FoE) is one of the world’s largest grassroots environmental networks, working in more than 70 countries around the world. (There is even a branch in Japan.)

Since its founding in 1969, FoE has argued that environmental destruction does not happen by accident. It is the result of the political and economic choices we make as societies. For that reason, FoE does not see climate change as a purely technical problem that can be solved simply through individual efforts or small lifestyle changes.

By the way, the person in the photo below is Asad Rehman, who has been serving as the CEO of Friends of the Earth in the UK since the summer of 2025.

Rehman often emphasises that climate change cannot be separated from issues such as inequality, poverty and racism. This perspective is shaped by his own experiences growing up in a working-class community and facing racial discrimination.

He is therefore trying to reshape Friends of the Earth into more than just a “green organisation”, but rather a movement that challenges injustice through grassroots action.

At COP30 last year, he also argued that polluters must be held accountable for the damage they cause. His interventions in global negotiations suggest that FoE could develop into a movement that resonates with a far broader public.

What is the Planet over Profit campaign?

Soon after I signed up to get involved with Friends of the Earth, I received an email informing me that a monthly meeting would be held in my neighbourhood.

When I arrived, I found that they were already planning a film event scheduled to take place two months later as part of the Planet over Profit campaign.

The Planet over Profit campaign calls for…

a new UK law that would prevent British companies from profiting from human rights abuses and environmental destruction through their supply chains.

In other words, it is based on the idea that the planet and human rights should come before profit, and it aims to place stronger legal responsibilities on corporations.

The campaign seeks to introduce legal obligations that require companies to take responsibility for the following.

🔹Preventing human rights abuses

At the heart of the issue is how the products we use every day are actually made.

▪️Workers are paid wages so low that they cannot afford a basic standard of living.

▪️They are often prevented from forming trade unions and forced to work long hours under harsh conditions.

▪️Children are deprived of education and made to work on plantations or in factories.

These practices still take place out of sight, allowing multinational corporations to produce goods at very low cost.

Planet over Profit demands strong laws that hold companies accountable and make it a legal obligation for them to respect human rights at every stage of their operations — from sourcing raw materials to manufacturing and selling products.

🔹Transitioning to environmentally responsible business practices

Business strategies designed to cut costs and maximise profits are also causing severe environmental damage.

▪️Deforestation that destroys ecosystems

▪️Soil and water contamination caused by toxic chemicals

▪️Large-scale developments that come at the expense of local communities

This action aims to challenge a system that allows companies to profit from harm while shifting the real costs onto nature and vulnerable communities.

🔹Taking responsibility and responding when harm occurs

In most cases, local communities that suffer harm have no choice but to remain silent, as they do not know where to seek justice and lack the financial resources to take legal action against powerful multinational companies.

Planet over Profit is calling for…

▪️Companies to be required to explain and take responsibility for harm caused by their activities

▪️Laws that ensure companies cannot escape accountability for abuses committed overseas

▪️Mechanisms that allow victims to seek compensation and redress

In a society where profit comes first, environmental destruction, social inequality, and human suffering are conveniently ignored, allowing us consumers in wealthy countries to avoid facing these issues.

Friends of the Earth points out that this very mindset is what has caused climate collapse, biodiversity loss, and widening global inequality.

How does the campaign work?

So how does the campaign work to achieve its goals?

In events like the film screening I attended, people from all walks of life — including local residents, borough councillors, and representatives of local businesses — are invited to join.

At the event, an open letter explaining the ideas behind Planet over Profit is presented, and attendees are encouraged to sign it if they support its message.

After collecting as many signatures as possible, they are compiled as the “voice of the community” and submitted to the local MP.

In other words…

“In your constituency, this many people agree with this message and are calling for change. Please raise this issue in Parliament.”

The Planet over Profit campaign aims to bring these grassroots voices into the political arena.

If we ignore the realities we’ve talked about and let a few big companies get bigger, it will sooner or later impact all of us—even those of us who feel it’s someone else’s problem.

I hope we can create a world not just for achieving our personal goals, but also as fellow humans sharing the same planet, and keep doing what we can in our own corners of the world.

Until next time,

konkaz

Friends of the Earthの「Planet over Profit」を通して、気候変動の本質と解決への視点を紹介します。

Friends of the Earth とは？

Friends of the Earth

Planet over Profit

この Planet over Profit とは

Planet over Profit
